Substance of Motions
1. Proposed Registered Officer Changes - take 2
"That the Proposed Registered Officer Changes - take 2 amendments proposed to the RULES OF ASSOCIATION for v1.8 of the Fusion Political Party Constitution be accepted in their entirety."
Refer to material content of Proposed RO changes - take 2 (Github Link).
Moved by: Drew Wolfendale (on behalf of the Executive Committee)
This is a reworked proposal based on the feedback received at the 2025 AGM on the previous version. It retains a National Registration Coordinator (NRC) as an elected member of the Executive, who bears the responsibility of ensuring or assigning registered officers for the party nationally.
This change ensures that an elected member retains discretionary authority on registration matters at the same level as the current Registered Officer does, but introduces flexibility for:
- the Registered Officer with the electoral commission to be changed by the NRC for strategic reasons; and
- the executive to swiftly make a new appointment in the absence or incapacity of the NRC.
2. Enabling Changes for a Flexible Membership Fee System
"That the Enabling Changes for a Flexible Membership Fee System amendments proposed to the RULES OF ASSOCIATION for v1.8 of the Fusion Political Party Constitution be accepted in their entirety."
Refer to material content of Enabling Changes for a Flexible Membership Fee System (Github Link).
Moved by: Ethan Cornwill (on behalf of the Executive Committee)
These changes make the following things possible:
- For membership fee changes to be proposed at a Special General Meeting (instead of exclusively at an AGM).
- For membership fees to be structured in ways that allow for varying fee amounts (i.e. free, concession, full, etc.)
As it stands in v1.7 of the constitution, it is strongly implied that only a singular value can be ascribed to membership fees. As the organisation grows we feel it is important that we have flexibility explicitly enabled, along with protections to ensure that members cannot be deprived of core rights by attaching those to separate membership tiers.
3. Fundraising Rule Changes - Option 1
"That the Fundraising Rule Changes - Option 1 amendments proposed to the RULES OF ASSOCIATION for v1.8 of the Fusion Political Party Constitution be accepted in their entirety."
Refer to material content of Fundraising Rule Changes - Option 1 (Github Link).
Moved by: Owen Miller
These changes enable us to receive donations from any Autralia-based organisation, providing that they have not also recently donated to any of a set of listed parties.
4. Fundraising Rule Changes - Option 2
"That the Fundraising Rule Changes - Option 2 amendments proposed to the RULES OF ASSOCIATION for v1.8 of the Fusion Political Party Constitution be accepted in their entirety."
Refer to material content of Fundraising Rule Changes - Option 2 (Github Link).
Moved by: Drew Wolfendale
These changes enable us to receive donations from any Autralian-owned small businesses, providing that they are not involved in or supporting activities that run counter to Fusion's purposes.
Please note that 3 and 4 are mutually exclusive, only one of them may be accepted.
Membership Fee Proposal
The proposal will be presented and discussed at the meeting.
Details can be found here: Membership Fee Proposal
The proposal is be based on the premises that:
- Any member who shows up, regardless of paid/free status, has full rights to participate.
- There is a need for funds to manage the infrastructure for a growing party and to enable more efficient use of volunteer time.
- The management of remote engagement functions (i.e. proxy appointments, etc.) is a time-sink that affects volunteer capacity to do other productive activities.
